At the end of 2020 and in the midst of the Pandemic, the US Alcohol and Tobacco Tax and Trade Bureau (TTB) announced that they would alter regulations allowing for the sale of spirits in 700ml bottles in the United States. For decades prior, the US had a singular requirement for the classic American “fifth” bottle (or 1/5 of a liquid gallon) for wine and spirits, which corresponds to 750ml. The reasons for this traditional standard go back to England and the French wine trade, something to do with nice round numbers for what one full cask of French wine could be bottled into.

In Europe, they adopted a 700 ml standard in 1990 and applied it to both spirits and wine. In 2002, the EU loosened this regulation, which is why many winemakers in Europe went right back to the 750ml bottle size, as it was still common not just in the US, but also in other wine-making countries. Spirits, however, stayed in 70cl, unless they were being exported to the US. This gave those whisky-makers, in Scotland in particular, with a smaller output a disincentive to export their wares to the US: what was the point of regularly sending anything to the US if your products were a few hundred bottles of this and a few dozen bottles of that? They would find enough of buyers for rare whiskies sold in such smaller numbers without having resort to the Americans, even if the US was and still is the world’s most lucrative whiskey market.

Then the wall fell down. The rule change by the TTB meant that effective in 2021, the 700ml bottle became legal for sale in the US. That change did more than open the door to the import of any and all spirits made in Europe, however. It also raised the possibility that US spirits-makers, including whiskey-makers, would standardize around the 700ml bottle as part of a bid to simplify production and drive their exports. As is often the case, change frightens the chattering denizens of bourbon message boards, and well into 2023 the rumors of companies scheming to “shrinkflate” American whiskey by shedding a shot (50ml) from the bottle while keeping the old price abounded. Almost three years after the switch was made, just how real does the mass adoption of the 700ml Euro-bottle look?

Who Has Made The Switch?
To date, the only regular release American whiskeys from a major company bottled solely in 700ml bottles are the Jack Daniel’s Bottled in Bond series, consisting of bonded versions of their Tennessee whiskey, rye whiskey and their three-mash hybrid. Those with memories will recall the original Jack Daniels Bottled in Bond was created as a primarily travel retail item and came in a one-liter bottle, and the bonded series itself was never available in the 750ml size.

In hindsight, it’s clear that when Brown-Forman made the decision to introduce their premium Bonded line with the initial two expressions in 2022, it was as an experiment. Two years later, the company has not changed any other product over to 700ml only. No other company has followed suit. And all of that has come at a time when shrinkflation is rife in the American food and drinks industries, and despite an alleged “glass shortage” in 2022 and 2023.

Although making a bottle size switch for a major product could have a long lead time, if a company had decided to seize the opportunity during 2021, that decision would surely have been executed and visible by 2024. I suspect that if we do not see a major brand transition, say of Jim Beam White Label going to 700ml as part of a revamped look, during 2025, we probably will not see it at all.

If It Ain’t Broke, Don’t Fix It

The logic for not making the switch is more compelling than the scenarios sketched in forums and blogs back in 2021 and 2022. First, recall the uproar that greeted Maker’s Mark when they cut the proof of their bourbon in 2013. What that incident proves is reducing the size of a beloved bourbon brand for the US market will be noticed and generate a storm of discontent among consumers. Middle and senior management at America’s big whiskey corporations are filled with people who were part of the industry in 2013, so every meeting convened on the subject knows this.

Moreover, all of the major whiskey-makers already have bottling lines, suppliers and shippers set up to handle both sizes, which reduces pressure. This is a logistical issue they have been working with and handling well for decades. Keep in mind these companies also ship pint, 1 liter and half-gallon bottles, among others.

This mix of already bottling in 750ml, with the consequent supply chain and infrastructure in place, and the very likely cultural backlash that would attend making the switch explain why there is little demonstrated appetite for it with the big liquor companies. Bacardi, for example, owns Angel’s Envy and Dewar’s (along with the associated single malts, like Aberfeldy). The latter has a foot in both bottle sizes, as do many of their spirits brands, but the company has indicated it has no intention of switching any of its major regular release products over to 700ml simply because American allows for it now. Brown-Forman and Campari have also gone on record with the same attitude since 2021. So while it is not out of the question that King of Kentucky may, at some point in the future, become a 700ml bottling, Old Forester is not very likely to.

For smaller or mid-sized producers with an eye on diversifying sales through exports, however, the incentives to bottle only in 700ml are stronger. If you are aren’t shipping hundreds of thousands or millions of cases in manifold bottles, but still want to lean heavily into exports, consolidating around the 700ml could be attractive. Before Trump blundered the US into a world trade war in 2018, many craft whiskey producers had aimed to expand their sales through exports, often citing targets of 10 to 25%. It’s not hard to imagine a rapidly expanding small or medium sized whiskey company reaching a point where they need to invest in a new bottling plant anyway, weighing the pros and cons, and switching formats to 700ml only.

So for the future, I suspect it is more likely that a New Riff or a Catoctin Creek * might change to an all-700ml than a Heaven Hill or Beam Suntory. Following that logic, the fifth bottle is very, very far from doomed.

A living legend of the bourbon industry, Wild Turkey’s Jimmy Russell, is celebrating his 70th anniversary with the Lawrenceburg, Kentucky bourbon distillery this week. Jimmy first stepped foot in the distillery on September 10, 1954, and over the following years rose to become Master Distiller in 1967. His work over the subsequent decades built up much of the identity of Wild Turkey as we think of it today, as well as being instrumental in the revival of the bourbon industry’s fortunes during the 1990s.

To thank him, the team at Wild Turkey has marked the milestone with a celebration including the release of Wild Turkey Jimmy Russell’s 70th Anniversary 8 Year Old Bourbon, crafted just the way he likes it.

Jimmy’s earliest days at the distillery were spent sweeping the floors at age 18, and he rose through the ranks to become Master Distiller by remaining committed to crafting bourbon one way – the right way – even when it wasn’t popular. In the 1970s and 80s when the bourbon industry was close to collapse, Jimmy stayed the course. Consumers were favoring lighter spirits, but he refused to dilute his bourbon; embracing the pre-prohibition style that he learned from his mentor and predecessor Bill Hughes, Jimmy “didn’t change a damn thing.” His approach helped propel the popularity of many of the distillery’s classic bourbons, including Jimmy’s favorite, Wild Turkey 101. That’s why the distillery is proud to celebrate Jimmy’s milestone and legacy with a collection-worthy and commemorative 101-proof bourbon tailored to his taste.

Wild Turkey Jimmy Russell’s 70th Anniversary 8-Year-Old Bourbon features Jimmy’s signature 8-year-old, 101-proof bourbon, along with an additional blend of 8- to 9-year-old whiskeys that were hand-selected from a few of his favorite rickhouses. It will be available on shelves in select global markets starting this fall, for a suggested retail price of US $50 per 750ml bottle.

Jimmy’s list of accomplishments is as long as his career to date. He was one of the first to introduce many innovative whiskeys that are now industry mainstays, including a barrel-proof bourbon with the release of Wild Turkey Rare Breed and a single barrel release with Wild Turkey Kentucky Spirit. He was also the first to introduce a honey flavored bourbon liqueur, American Honey. However, he’s most known for perfecting the recipe for Wild Turkey 101, the heart and soul of the Wild Turkey portfolio. Jimmy was named to the Kentucky Bourbon Hall of Fame in 2000 and has been honored with countless titles during his tenure. He was anointed a Kentucky Colonel by three standing Commonwealth of Kentucky Governors, honored with a Resolution by the Kentucky State Assembly and the Governor, and received the key to Lawrenceburg. Jimmy is also famous for traveling the world with the other titans of the bourbon industry, as they spread the word of bourbon and helped fuel the industry.

The Kentucky Bourbon Hall of Fame inducted five Bourbon legends this week into its ranks, including the first Black chemist at Brown-Forman, a veteran visitor center manager who elevated Bourbon tourism and three distinctive distillery founders, including one who began his career as a retailer and was honored for a lifetime of achievements.

The exclusive event, presented annually in conjunction with the Kentucky Bourbon Festival, was held at The Legacy at Log Still Distillery in Nelson County with more than 250 luminaries of Kentucky’s historic Bourbon industry in attendance.

Founded in 2001 by the Kentucky Distillers’ Association, the Kentucky Bourbon Hall of Fame recognizes individuals and organizations that have made a significant and transformational impact on Bourbon’s stature, growth, and awareness. It is the highest honor given by the signature industry.

KDA President Eric Gregory said, “Each year we gather with our most respected legends and champions to applaud the collective progress that the industry has made, largely thanks to the stars who have helped transform Bourbon into an economic engine and global tourism beacon for our state.

“Because of their leadership and dedication, Kentucky Bourbon continues to elevate communities across the Commonwealth and create places for visitors from across the globe to experience a taste of America’s only native spirit. We are incredibly grateful for this year’s inductees and thankful for their impact in helping Bourbon build Kentucky.”

This year’s inductees are, in alphabetical order (full bios, as provided by each inductee, are attached):

●     Elmer Lucille Allen, 93, Louisville. A pioneering activist, Allen broke barriers in the Bourbon industry as the first Black chemist at Brown-Forman – and possibly the entire American whiskey industry. Her work to bring opportunity to all Louisvillians didn’t stop when she left the company. Amongst her many accomplishments, she formed the Chickasaw Little League and led efforts to bring African American art and artists to the mainstream.

●     Dee Ford, 59, Louisville. An international beacon of Bourbon hospitality. Ford’s vision, experience and leadership have catapulted Angel’s Envy and the Kentucky Bourbon Trail into an international, bucket-list tourism attraction. Since 2014, she’s served as Chair of the KDA’s Kentucky Bourbon Trail Committee, earning the respect of her peers and sharing best practices that have leveraged hospitality to elevate Kentucky Bourbon on the global stage.

●     Ken Lewis, 71, Cincinnati, recipient of the prestigious Parker Beam Lifetime Achievement Award. A spirits expert and groundbreaking policy leader, Lewis graduated college as a trained English teacher, but left shortly into his young career for the world of spirits retail. He championed efforts for Sunday sales and initiated litigation that allowed retailers to use credit cards for sales, eventually building The Party Source megastore, the first of its kind in the country. Learning the industry from the bottom up, Lewis brought innovation and entrepreneurship as the founder of New Riff Distilling in Northern Kentucky, paving the way for the craft Bourbon boom that now counts dozens of Kentucky distilleries.

●     The late Peter T. Loftin, 61, Miami. A preeminent innovator, entrepreneur and philanthropist, Loftin founded the Bardstown Bourbon Company that transformed the landscape of custom whiskey production in 2014. He was among the first to take advantage of modernized Bourbon tourism laws in Kentucky, creating a world-class restaurant and bar that graciously features every distillery’s brand on the Kentucky Bourbon Trail® tour as well as an enviable vintage spirits lounge. Along with the state-of-the-art distillery, this high-value Napa Valley-style experience greatly raised the bar for Bourbon tourism and collaborative distilling. He died peacefully at his home in 2019.

●     R.M. Corky Taylor, 75, Henderson, Ky. A respected businessman throughout the country, Taylor retired from an accomplished career in financial services and focused on a lifelong dream – to resurrect his great-grandfather’s whiskey company. Taylor and his son spent countless hours poring over family history to bring back the Kentucky Peerless Distilling Co., originally owned by Henry Kraver in Henderson. He built back the family legacy in Louisville along historic Whiskey Row, gaining national recognition – and national awards – by patiently waiting for his whiskey to age, living up to the original quality Bourbon standards his ancestor first set in 1889.

Candidates are nominated each year by the KDA and its member distilleries. A blue-ribbon committee including all living recipients of the elite Parker Beam Lifetime Achievement Award meticulously reviews and selects applicants in three categories: Industry, Roll of Honor, and Lifetime Achievement.

A shift of tectonic proportions has taken place in American Whiskey these last couple of years, but to judge from the trade headlines one would assume that nothing had actually happened. Since long before I started writing about whiskey, there have been three stable-as-granite facts about the whiskey business: 1) Johnnie Walker was the world’s top selling whisky; 2) Jack Daniel’s was America’s best selling whiskey, and second only to Walker; and 3) Jim Beam was the top bourbon, coming in third behind Daniel’s for American whiskey overall. Starting in 2022 and confirmed in 2023, those three points are no longer all that stable, as Jim Beam has overtaken Jack Daniel’s as America’s number one whiskey company.

As reported by The Spirits Business and based on data from The Brand Champions, Jim Beam sold 16.6 million cases in 2022 against Jack Daniel’s 14.6 million cases. Beam then grew as Daniel’s shrank in 2023, selling 17 million against 14.3 million respectively. The last year Daniel’s retained its long-held top spot was 2021, with 12.3 million against Beam’s 10.7 million. That year was also when Daniel’s was named the world’s most valuable spirits brand. Although Daniel’s sales slump has attracted some commentary in the business news, that coverage was in the context of the news causing Brown-Forman stocks to slide in value. Strangely, that Beam upset a company that had been a category leader for literal decades passed by with hardly a murmur.

The Glenlivet vs. The Glenfiddich
The lack of comment on what could be an era-defining shift is in stark contrast to the most recent, preceding example, when The Glenlivet briefly overtook The Glenfiddich as the world’s top selling single malt. At a time when The Glenlivet discontinued their entry-level 12 Year Old single malt in favor of a no age statement version, the brand overcame the well-established category leader The Glenfiddich, the brand that pioneered the modern concept of the single malt whisky back in the 1960s. The lead proved to be short-lived, however, as Glenfiddich was back in the top spot after just a couple of years.

Why This Matters
That development was observed by the spirits press, even though the sales gap between the two brands had been narrow and the changing positions proved to be fleeting. Based on the numbers alone, Jim Beam’s place as America’s top whiskey and the world’s number two whiskey seems to be a durable one. The sales gap between Beam and Daniel’s is so large that you could stuff all of the business Maker’s Mark does in a year into it.

Jack Daniel’s seized its place as America’s best selling whiskey during the Great Whiskey Bust of the 1970s, because at a time when every other whiskey brand in America was experiencing a painful decline in sales, Jack Daniel’s was still growing. Sales of Lynchburg whiskey tripled between 1973 and 1986. That was based on the two pillars of Mr. Jack’s Whiskey being a cultural icon entirely separate from spirits, with a fandom entirely separate from the fickle tastes of casual drinkers; and an internationally diversified portfolio of sales. The Kentucky majors would not truly follow suit on the international diversification until the 2010s, the same period that whiskey fandom around the world began to truly come into its own. And, it should be noted, whiskey enthusiasts scoffed at Jack Daniel’s for most of that time.

Unlike counting destroyed tanks in Ukraine, however, what can be seen in the public domain is only a tiny part of the story of what is driving Jim Beam’s huge gains in sales these last few years. Similarly, figuring out what is behind the stagnation and slump of Jack Daniel’s sales is, based on the data available, like reading tea leaves. That still leaves us with two hard facts that should give any serious observer of the whiskey trade something to think and talk about: 1) for the first time in decades, Beam is bigger than Jack; and 2) that is not likely to change suddenly or soon.
